Synopsis

Operations and production management concerns the design, coordination and control of processes through which enterprises transform resources into dependable goods and services. Its analytical difficulty lies in managing interacting constraints: demand is uncertain, capacity is finite, variability creates queues, physical assets deteriorate, and apparently efficient decisions may impose costs on workers, customers and the environment. This chapter develops a critical and applied treatment of twelve approved operations domains, integrating operations strategy, process analysis, the theory of constraints, lean production, forecasting, queueing, maintenance and sustainable operations. Through a transparent, purposive synthesis of seminal research, peer-reviewed studies, standards and official secondary evidence, it interprets Rwanda's 2024 Integrated Business Enterprise Survey and 2026 national accounts without confusing sectoral aggregates with individual enterprise performance. An explicitly hypothetical Kigali food producer illustrates capacity, overall equipment effectiveness, bottleneck improvement, location economics and operational measurement; a service counter demonstrates the nonlinear consequences of high utilization under stated queueing assumptions. The chapter offers original process and accountability diagrams, an operations-metric register, management decision instruments, and a Rwanda–Toyota comparative interpretation. It argues that operational excellence is not the maximization of utilization or elimination of every buffer. Rather, it is a context-sensitive capacity to meet legitimate demand reliably, learn from variation, protect people and resources, and maintain economically and ethically defensible performance. Proposed integrative relationships are conceptual and require empirical testing.
